WASHINGTON — Donald Trump has had some victories, and losses, as president of the United States.
What he hasn't had, in the 21 weeks since his inauguration, is a successful meeting with world leader, let alone a face-to-face meeting with many of them.
Yet at the first meeting of White House senior staff on Friday with the foreign ministers of Germany, France, Britain
